New toll collections, other Md. laws take effect Sunday

Sign up for Maryland Matters’ free email subscription today. After one of the biggest travel weekends of the year, a new state law will take effect Sunday that could increase state revenue by as much as $18.5 million next year. The Maryland Transit Administration will be able to contract with a private debt collection company to pursue out-of-state tax scofflaws, who are historically difficult to collect from. Because the administration can’t suspend the licenses or refuse to renew registrations, a large percentage of unpaid out-of-state toll fees from Maryland’s eight toll facilities remain unpaid. There were about 576,000 out-of-state drivers who owed outstanding tolls totaling $102.2 million in January. The state’s Central Collection unit has only been able to collect about $1.3 million in outstanding tolls

Baltimore Symphony Orchestra cancels summer programming

Grow Your Business in Maryland with digital marketing services from The W Agency BALTIMORE (AP) — The Baltimore Symphony Orchestra has canceled its summer programming, citing $16 million in losses over the past decade. The Washington Post reports the Thursday cancellation announcement by the orchestra comes about a month after the summer season was announced. Maryland Gov. Larry Hogan approved a bill then that would give the group $3.2 million in state funding. Orchestra president and Chief Executive Peter Kjome says the funding helped with short-term issues, but didn’t address long-term issues or reform the group’s business model. The orchestra proposed months ago to cut the season from 52 weeks per year to 40 weeks. The orchestra’s musicians have been playing without a contract since September, with proposed cuts to the season as the major issue in negotiations. A bargaining session is set for Tuesday. ___ Information from: The Washington Post, https://wapo.st/g5lp9S Source

Grow Your Business in Maryland with digital marketing services from The W Agency Summer does have one downside: the arrival of mosquito season in the D.C. area. This is the time of year where states and local governments try to battle the bloodsucking bugs, but keeping the mosquito population under control also requires residents to do their part. “Last year, I think everyone in the state of Maryland will tell you that it was probably one of the highest mosquito populations we’ve seen in 20-something years,” said Daniel Schamberger with the Mosquito Control program for the Maryland Department of Agriculture. Schamberger said surveillance of the bugs thus far reveals this season is about average — an improvement from last year. Schamberger said Maryland has begun its annual spraying for the mosquitoes. The process involves trucks driving through neighborhoods and releasing a spray that prevents mosquitoes from reaching the age of a biting adult. Related Stories Springlike sho

Maryland’s consumer advocates push for new debt collection laws

Grow Your Business in Maryland with digital marketing services from The W Agency ANNAPOLIS, Maryland — Jailing a person for an unpaid debt has been illegal for almost two centuries in the United States. But in Maryland, through a roundabout court procedure, hundreds of people every year are jailed for essentially just that: Owing money. In debt collection cases, a creditor can file a judgment — or a claim that a debt is owed — to compel a debtor to appear in court to answer questions about their assets. Many of these cases result in garnishment — the legal collection of a portion of a debtor’s wages, property or bank accounts to pay back a debt. In 2016, more than 76,000 debt collection cases resulted in garnishment statewide, according to a comprehensive report published in June by the Maryland Consumer Rights Coalition.
