Howard Co. man arrested on child pornography charges
WASHINGTON — A Howard County man was arrested and charged Tuesday with possession and distribution of child pornography after a monthslong investigation.
Yishinn Liaw, 62, of Clarksville, Maryland, is charged with three counts of distribution of child pornography and six counts of possession of child pornography, according to police.
Liaw was arrested at his home around 9 a.m. Tuesday and was later taken before a district court commissioner where we was ordered to be held on a $25,000 bond.
In December 2017, an investigator from the Maryland State Police Computer Crimes Unit began an online investigation involving the distribution and possession of child pornography.
The investigator downloaded child pornography and the investigation led to the identification of a specific home in Howard County as the source of the files, according to police.
On Tuesday, the Maryland State Police served a search warrant at the home accompanied by law enforcement personnel from Homeland Security and Investigations.
Police said a preliminary forensic review of Liaw’s electronic devices revealed evidence supporting the child pornography charges. The Maryland State Police Computer Crimes Unit coordinates the Maryland Internet Crimes Against Children Task Force, which is a combined law enforcement effort involving police departments across Maryland funded by a federal grant from the U.S. Department of Justice.
Task force investigators focus on identifying those involved in child pornography via the Internet and other related crimes that victimize children.
